SBU representatives have made the official statement about so-called blockade of Donbass. This document is published on the official website of Department.
‘Last time some politicians, hiding behind patriotic slogans ‘stop the trade with occupants’, which is ostensibly covered by SBU, promoting the introduction of the ‘economic blockade’ regime, organized the blocking of movement of the railway transport in and out from the Separate Districts of Luhansk and Donetsk Regions (SDLaDR). Sharing the position of our colleagues, who are at the forefront of the fight against terrorism, Security Service of Ukraine categorically rejects any accusations of commercial ‘concernment’ of trade with so-called ‘DPR/LPR’.
The service condemns populist actions of separate politicians, which are based on the misrepresentation and manipulation of citizens’ consciousness. SBU notes: Donbass is Ukraine! According to art. 12, 14 of the Law of Ukraine ‘On Combating Terrorism’ Interim arrangements for controlling the movement of vehicles and goods across the Line of Contact was approved by the order of head of the operational headquarters for Anti-terrorist Operation management in the Donetsk and Lugansk regions from June 12, 2015 #415. It regulates that goods’ moving on/out from uncontrolled territories is carried out exclusively by rail at certain checkpoints of entry and exit. Provision of appropriate permits to business entities is made by the Coordination center, which is composed of representatives from many agencies, including SBU, after the corresponding representation in the State Fiscal Service (SFS) of Ukraine.
Permission is granted subject to the payment of taxes, duties and other compulsory payments to the budget of Ukraine, in the presence of complete information on the transparency of the process and not involved in the financing of terrorist activities. Entrepreneurs must be registered for tax on the controlled territory of Ukraine, social and export-oriented, have a single production cycle on the uncontrolled and controlled by Ukrainian authorities territories and carry out calculations using only the Ukrainian banking system.
We emphasize that goods, which supplies are ostensibly blocked by separate politicians, are prohibited to move through the demarcation line. Some of them could come on occupied territories only as humanitarian cargo.

The changes into the Law of Ukraine ‘On Combating Terrorism’, providing the definition of the legal regime of moving of goods through the ATO area by legal act of the Government of Ukraine, were made on July, 17, 2015 on the SBU initiative by Verkhovna Rada of Ukraine. A draft resolution developed by the Security Service of Ukraine, is under consideration in the Cabinet of Ministers. By the results of the control functions with respect to the movement of goods in the area of ATO:
entrepreneurs who are registered on the controlled territory of Ukraine and have a production capacity in SDLaDR, the State Budget of Ukraine taxes paid -19 570 894 000 UAH in 2015 (~$707 378 301); the year 2016 – 31 640 781 000 UAH (~$1 143 637 175) (including military collection – 777 445 908.57 UAH (~$28 100 319.10));
The effective system of inter-departmental control was created. The examples of the most resonance results of its work: On 05.09.2015 168 trucks, carried prohibited to moving goods of food line, were detained near Zolotoe’.
At the same time the activists’ measures to block the movement of the railway transport:
have signs of illegal activity (Art. 278 ‘Hijacking or seizure of railway rolling stock, aircraft, ship or boat’, art. 279 ‘The blocking of transport communications, and also the seizure of the transport undertaking’, art. 280, ‘Forcing of transport workers to non-fulfillment of their official responsibilities’ of the Criminal Code of Ukraine);
create the preconditions to the disruption of the stable operation of the power system in Ukraine (subject to availability of 5 thermal power station in Ukraine, which are producing up to 15% of the thermal generation, the absence of anthracite coal will bring to the shortages of generating capacity in the United Energy System of Ukraine and make to implement a schedule of rolling blackouts of customer.
Moreover, SBU leads the most revealing facts and photos with the detention of goods in Donbass.
So, 11 wagons with goods of food line, total weight 700 tons, which were hide under the meter layer of slag, were detained on 06.30.2015 in the checkpoint ‘Krasny Liman’.

Two wagons were detained on 07.11.2016 on the checkpoint ‘Konstantinovka’, in which staurolite concentrate was transported under the guise of molding sand.
19 wagons with scrap-metal were detained in the checkpoint ‘Konstantinovka’ on 12.30.2016.
