The project of Ukrainian Charity Fund (UCF) «The Right For The Protection»: «Advocacy and legal assistance to internally displaced persons in Ukraine» started in Kyiv on June 24. The aim of the project is the monitoring of violations of human rights and providing of direct free legal aid to internally displaced persons.
“This project was founded by The Office of the High Commissioner of UN for Refugees, in partnership with the Danish Refugee Council in Ukraine — tells the president of UCF “The Right For The Protection” Aleksander Galkin. — The number of the migrants is more than 1 million and 300 thousands of people according to official data. Such quantity is the population of Estonia and consists 3% of the population of Ukraine. The realization of our project will allow to provide the IDPs with necessary juridical and informational support. Also one of the main task of our project is the supporting of government, local communities and non-governmental organizations in their quest to react more effectively on the situation with internally displaced persons”.
According to his words the project will be functioned in almost regions of Ukraine.
“The project groups will monitor the situation with migrants in the 16 regions of Ukraine for better understanding of problems of IDPs. The legal help will be provided everywhere the migrants are in a big number: in Kharkiv, Odessa, Zaporozhye, Mariupol, Ivano-Frankivsk, Severodonetsk, Kramatorsk, Kyiv etc. All number covers 20 regions of Ukraine. The Head-Quarter will be in Dnepropetrovsk” — tells Aleksander Galkin.
The material aid also will be realized within project.
“Twenty small grants will be given to Ukrainian non-government organizations, also the individual, purposeful material aid to satisfy the concrete needs of migrants will be provided” — reports Alexander Galkin.
The representative of the Commissioner for the rights of internally displaced persons Janna Lukyanenko took part in the presentation of the project.
“More than a year passed from the occupation of Autonomous Republic of Crimea and the beginning of fightings on the East of Ukraine, however, the policy of the state to migrants is still haven’t been understood. The state hasn’t accepted the complex program of supporting, integration, social adaptation and protection of the IDPs. Such step could demonstrate the real wish of the state to take care about its citizens, who found themselves in a difficult life conditions” — she noticed. One of the most big problems is the inaccessibility of a housing for IDPs, considers the deputy of the president of UCF “The Right For The Protection” Dmitry Nataluha.
“We have a lot of unfinished, abandoned buildings. The first thing that comes in the head it’s to repair them and provide the housing to internally displaced persons without rent payment. Here is the small direction of work to inventory such buildings within this project. The assessment, to whom they belong, whether the owners are not bankrupts? Our organization will do this work by its own forces, without help of officials. We had the negotiations about the beginning of such a work with Ministry of Social Policy, but we can’t come together to something concrete. When we create such a registry we will give it to The Office of the High Commissioner of UN for Refugees. Then the negotiations with profile ministries will be held on UN level” — he told.
