Ukrainian mass-media have been beginning to talk about the possible appointment of the Chairman of  Lugansk Military and Civil administration the head of Zakarpatska Regional State Administration in the morning of July 15. Later this inform was confirmed by Deputy Chairman of the BPP in the Verkhovna Rada Ihor Kononenko… We can only guess about the true motives of this staff removing. That’s why we can try to summarize the work of Hennadiy Moskal on the post of the head of Luhansk region.

“The orphaned” region

Hennadiy Moskal will remember because of tightening control at a checkpoint of the entry and exit, conflicts with volunteer battalions, obscene skirmishes with the locals and desperate self-PR on his post of the head of Lugansk Military and Civil Administration.

Of course, it’s understood that it’s hard to judge objectively about successes and faults of official in the region where fightings has been continuing till now.

First rumors about the possible resignation or transfer have already appeared in the spring. It was when official find out the relationship with the volunteer battalions, and «cut shorted» on the camera the importation of goods into the territory of «LPR».

The opinions about real contribution of Hennadiy Moskal into the support of stability and ability of control of rebel Luhansk region are natural mixed.

The adviser to the former head of Lugansk Military and Civil Administration (LMCA), Luhansk public activist claimed into his commentary to “Obozrevatel”: “I consider, that it will be worse for Luhansk inhabitants, because people feel respect and appreciate him here, they won’t find “the second” Moskal for them. There is no such a people like he in Ukraine. Here is a proverb that irreplaceable people doesn’t exist. We will hope that the man with such a patriotic position, who could hold and develop everything that was done, will be found”.

The another Luhansk settler, public activist and attorney Ihor Chudovsky estimates the achievements of Hennadiy Moskal on the post of the head of the region more reservedly: “The tribute should be given to Moskal as the organizer and manager. It’s necessary to recognize that he could recover the Regional Administration and to set the moving of financial flows in the region too. The Luhansk Council ran in all the directions, so it was not easy to Moskal to solve the problems of the budget funding. However, they were solved in a some ways and funding to provide or support life of the region was weakly done. At the same time like the state official Moskal didn’t demonstrate himself. He only maintaining the image of the simple guy, obscene bickering and making selfie on the background of the detainees at checkpoints trucks with beer — it is not what should deal with the government official.One more moment Hennadiy Moskal, as the head of the rigion, personified Ukrainian state, so he had been assigned with mission to unite the residents of the region. Did he do it? I think no”.

As the leader of Military and Civil Administration, Hennadiy Moskal had the unprecedentedly sweeping powers. He haven’t got any success in thee cooperation and coordination the actions on controlled by him units with top-brassers and militaries. Except this we all became the spectators of the series of  the scandals arising between the head of the region and volunteer battalions. In their turn the representatives of volunteer batallions blamed him in the covering of contraband and corruption connections.

One of the residents of Luhansk region, volunteer who asked not to disclose his name described the opinion in the commentary to informator.lg.ua that Hennadiy Moskal was appointed to lead the region on a strictly limited period, and his main task was to discredit the volunteers: “The main activity of Moskal in Luhansk region was very close to contraband, it is the «parish» of The Police Management of the rgion. However, the head of the region can’t be with absence of self-confidence on this questions. Moskal wasn’t the independent figure. He wasn’t going to stand in Luhansk region, so he was able to make some lunges on the locals”.

The personnel policy of Hennadiy Moskal in Luhansk region is worthed the separate references. Not so a many people remember that Moskal has promised to burn out with iron “The Party of Regions” from the Luhansk areas on September 2014. However, the realities of life made Hennadiy Moskal to went out from this declared principle. So, appointing the heads of departments and services of the Regional State Administration (RSA), Moskal has given a number of key posts to the officials from “The Party of Regions”, who have the severally responsibility for the current circumstance of the region.

In particular, the director of The Utility of Luhansk RSA became a person, who was on this post in times of governor Alexander Pristyuk, the deputy of The Regional Council from “The Party of Regions”. Later he was appointed the deputy of the head of RSA. One more member of “The Party of Regions” also stayed of the heads of State Departments when was Moskal. It’s the deputy of Regional Council Eugene Kamchadalov. It’s interesting, because both of the voted for the recognition of the central region illegitimate during the separatist events on spring 2014.

Among the officials of the old-school of the “regionalers” times Director of the Department of Labor and Social Protection Eleanor Polischuk, and the head of the Department of Education and Science Irina Tsymbal kept their posts when Moskal came. Also some officials of less posts saved their positions. The same situation with chiefs of district managements or another departments. It could be supposed that they have unofficial friendly contacts, do we need to talk about such dangerous of such things?

Hennadiy Moskal by himself justified his personnel policy with shortage of qualified specialists. The callings of social representatives to hold the additions of the personnel in The Regional Administration with the help of open contests were ignored by the authority of the Region. So, it won’t be the excess to remind that work with public organizations and activists, who could be the alternative to acting officials, weren’t done by Moskal and his administration.

Ihor Chudovsky in his interview to informator.lg.ua commented this situation in such a manner: “I take this very negative, because all of them (Luhansk officials-”regionalers” — ed.) — the latent betrayers and if there appeared difficulties on the front, it’s the such a circumstance to become of the reason of it. We really don’t know hom many of them can work on the neighbor state-aggressor and serves the interest of them. All of them are connected by corruption “ties” with under investigation Efremov. It’s not a secret that every head of the region didn’t appoint without matching with him. In its turn such a leader set the vertical of faithful people to him, heading not by the professional qualities, but the question of the personal dedication. I think, that it’s unnecessarily to say that they are great specialists”.

The possible causes of «reshuffle»

Only assumptions could be built about the real motives of removing of Hennadiy Moskal from Luhansk region to Zakarpatie. Unfortunately, the personnel appointments in our country still stay the closed topic. The leadership of Ukraine still doesn’ considers the important need to inform the citizens, why one or another official was appointer, removed or sent in resignation.

However, we can safely say that at this concrete case the main role played the president’s trusting to Hennadiy Moskal and he has the experience of work there. He was the head of regional MIA in 1995-1997 and in 2001-2002 he was the governor there.

It could be possible that Poroshenko decided to strengthen his positions in Zakarpatsky region.

If it could be taken the version that the main task of Moskal the “struggle” with volunteer batallions, it might be supposed that his task for their discreditation was done or representatives of the power changed their priorities in this question.

One more possible reason of “removing” of Hennadiy Moskal could be the tiredness of the locals from the grumpy leader of RSA. The President and his surroundings could think about elections and their perspectives in this region or it could be the opposite step to gave the region like the mercy to local «bonze» and «Oppositional block». In both cases the changing of the head of Lugansk Military and Civil Administration would be feasible.
