Analyzing activity of political leadership of the country during a fight of Ukrainian people for territorial integrity and independence of Ukraine we have to say that: nor the President of Ukraine, nor the Cabinet of Ministers, nor the Verhovna Rada takes actions, which conform to status of our country, which claims to be a subject of international relations, independent player, decisions and intentions of which are made and taken into consideration by powerful subjects of international law.

Weak state

If we can use tougher wording, it needs to be recognized that the president of Ukraine to make significant concessions, Constitutional changes, profitable to strategy enemy of Ukrainian state in the face of Russia’s political establishment. Even if this concessions will be agreed by Russia with other with major world states. Verkhovna Rada, Constitutional Court, Cabinet of Ministers are not ready to resist to all of this.

Ukraine is a weak state at this moment. Political TOP ought to accept the decisions according to those who support our country from economy and military sides and taking into account that this allies have their own national and geopolitical interests.

To have forces and possibilities harshly firmly defend own interests on the international arena, the state must have:

• self-sufficient, dynamically developing in line with the modern world technologies economy;
• a powerful army with weapons and military technology, allowing it to fight back a strong aggressor;
• a highly developed civil society, which has control over the levers of authority and influence on policy-making authorities;
• patriotically minded political elite that serves to the public interests.

It’s troublesome and dangerous not to take into account the will of people

World geopolitical actors take into consideration opinions of powerful states. They can correct their actions towards weak states, dependent from international aid, if they realize, that fates of such societies depend on concerted international decisions. Those nations seek their goals, making governments to follow national interests and democratic values.

The main and necessary condition of successful development of Ukraine stays the keeping, strengthening of control and pressure of civil society on the leadership of the state in all spheres of its activity as it was 1,5 year ago. That’s why military authority tries to do best to delete the influence of volunteer movement to all patriots. The President very careful supports such a discreditation of popular movement in the country, because it plays one of the main roles in a critical moments of a war conflict.

Even if integration of volunteer formations into top-brass structures is suggested, they will be ignored on all levels of the bureaucratic system of control, which ignores initiative, patriotic motivation and real fight projects and strategy from below. High leadership of the country treats apprehensively to public initiatives, demanding the resultative control under all state structures, which society aliments.

It’s one of the explanations of tries to reduce the control of society and volunteers for fight and material support of top-brass units of the country. The state organs, as history shows, begin to abuse such a right to use the aparat of enforcement and legal violence. The last one is using in such cases to protect the criminal actions of separate representatives and structures of power.

According to the public mood authorities need to lean on them, especially when they make a decisions about “special status of separate districts of Luhansk and Donetsk regions”. In spite of harmless name “the special status”, the powers of this districts will provide widest autonomy in the state. The leadership of this areas is ideologically and politically hostile to development of Ukraine. Without real control of society, carrying out programs of decentralization, state risks to get the network of corrupted cells of representatives of local power in every corner of the country.

Reforms will be only descried not done without enshrined in law, the essential operating mode, the current time leverage of society on the power. Deregulation of the economy could create conditions not only for international credits, but also for private domestic and foreign investitions, directed on concrete enterprises and branches. It haven’t happened yet in 2014 and 2015.

We addicted, because we economically weak. We weak, because there is no reforms

The circle is closing: if we don’t have reforms, we won’t have strong economy, there won’t be perspectives to world society to see Ukraine as a strong country, which opinion must be heard. Such country as ours can’t dream about right of equal subject of international relations, because it can’t exist without aid from inside.  Implementation of this reforms will interfere the ruling side to be enriched more. The one of the motivations of high authority of Ukraine is the ambition to have full powers, which allow to work at a full capacity to enterprise or even to branch, if they have their own concern or to strangle it to the stage of surviving. It is the main obstacle on the way of realizing of reforms, can release tremendous forces of society to strengthen the economy, defense, improvement of living standards.

Those actions from political establishment that at the current time are watched by the population of Ukraine it’s more the set of PR-actions. They has the aim to show people that some reforms are realising, but such actions can’t change the system where all financial streams are focused in uncontrolled by society corrupted state and oligarchic structures.

While official of any level and from any structure has the opportunity to guide not primarily public and private interests, implementing the official authority, Ukraine can’t solve any of problems. First of all it’s important to solve the problem of recovery of the territorial integrity and sovereignty, reforming the economy, judiciary and law enforcement structures, the redistribution of power rights and responsibilities.

The impression is that power hopes on the appearing of the apathy in the society, because of unfulfilled expectations and lack of real improvement in the economy. This background creates reducing of social activity of Ukrainian communities, volunteers and their formations and human rights organizations. Ukrainian people can’t allow this. The pressure of the society on the power, development of legislative, procedural rules, analysis of activity, monitoring of its structures and individual executors must be developed and strengthened.
