It is not a secret that the admission order in the ATO zone for uncontrolled territory is far from perfection. The reason is a huge amount of documents which have to be processed to issue permits, human factor, lack of information, etc. Some people have to wait for months instead of prescribed 10 days to receive a permit. Queues, bureaucratic delays, bad work of electronic document circulation system – those are realities of the admission system’s work.
Possibility of the current admission system’s efficiency growth was discussed during the round table “Ways of improvement of the admission system in Luhansk and Donetsk regions”, which took place in Kiev.
High officials from the SCU (Security Council of Ukraine), SBSU (State Border Service of Ukraine), Ombudsman of Ukraine, experts and representatives of more than 30 public organizations participated in the round table. Participants tried to decide how to make current admission system more understandable and friendly, and to ensure protection of peaceful territories against saboteurs and “terrorists”.
“A workgroup on improvement of the demarcation line crossing procedure was created during the round table on the 5th of May. Its goal is to develop relevant recommendations. Workgroup consists of the SCU representatives, SBSU officials and public activists, — Levon Azizyan – a volunteer of the «Vostok-SOS” public initiative’s legal department tells. – The group has had two meetings already. Now we are developing recommendations about simplification and adaptation of the admission system to make it more understandable and simple for people. We reached understanding about information support for population. For this purpose law-enforcement officials will actively use their technical facilities. It was also decided to create an ATC (Anti Terrorist Center) department within the SCU which will process submitted documents”.
Moreover, public organizations’ activists are working on development of legal mechanism of entering the controlled territory for children and people’s evacuation, whose health or life are threatened. Today there are no such formulations and no reasons for exit.
Levon Azizyan assessed the workgroup’s progress very optimistic. He admitted that activists’ work can be fruitful very soon: “We expect 20-30 people to process submitted documents when the ATC’s department will be created in the SCU. The process will take much less time – probably, we will be able to make it in 10 days, as it was announced”.
Addressing the round table participants the head of the SCU — Valentin Nalivaychenko underlined that the main goal for everyone, who develop the admission system, is to create an order ensuring state security with understandable and simple design.
