Trite phrase «personnel determines everything» doesn’t lose its topicality for years. Qualified managers capable of organization of working process in entrusted ministries, departments, services and offices are required for successful implementation of reforms, development of state institutions, economy and humanitarian sphere. Informator.lg.ua tried to analyze “LNR government’s” staff and dared to forecast perspectives of the “young republic”.
Quo vadis?
A habit to criticize authorities is inherent to almost every society and political system. In democratic environment people do it openly — in media, social networks, during meetings and rallies. In more closed societies it always happens in kitchens and an intimate circle.
But when society starts to criticize its political leadership – it’s a bad sign. At the moment there are not so many political regimes, where citizens are afraid to criticize government or they don’t see its disadvantages. Such examples are: Democratic People’s Republic of Korea, China, Iran, Nicaragua, Russia.
In new pseudo-state formations – “LNR” and “DNR”, — where people are dragged by the ears into a bursting at the seams “Russian world”, “government” is criticized more and more. Grandmothers on benches and in lines, groups’ participants in social networks, ex -“militants” – are dissatisfied with “new authorities” of the “LNR”, even if they do it in an undertone afraid of a “basement”.
But those people, who have “woken up” and started to see clearly, suddenly realized who and how rule them. And I want to ask them: “What were you waiting for?”
Since first months of the “LNR’s” existence and till now “republican” government have been promising people a happy life. But no one can explain those too optimistic forecasts, and no one knows when this “bright future” will come.
Composition of the so-called “government” has changed several times. But “personnel’s resource” is not unlimited in the “LNR” — all changes looked like a cards pack’s reshuffling. In the end, many “state figures” managed to sit in several minister’s chairs.
Marat Bashirov
At some point of time it was decided to attract Russian top-managers for “state building”. So, on the 4th of July Marat Bashirov – Russian political engineer and businessman became a second prime minister of the “LNR”. After month and a half he tendered resignation (on May 20th). A formal reason for this was a resignation of “national governor” Valeriy Bolotov. But evil tongues claim that he has resigned because scales of larceny, robbery and corruption in the government had amazed even the hard Russian top-manager.
After that resignation, “republican” leadership decided to lean on “homemade” personnel and the “Council of Ministers” was headed by a vocational school’s graduate – Gennadiy Tsyplakov.
Gennadiy Tsyplakov: a step from a vocational school’s graduate to the prime-minister’s chair.
Gennadiy Tsyplakov is a person of incredible mental and managerial abilities, what is expressively written on his spiritual face.
Gennadiy was born in Rostov region and spent his childhood in Hryashevatoe village, Luhansk region. He finished 8 grades and graduated from Novosvetlovskoe vocational school as a “general engine-driver”. After a military service in 90s he established a motor transport enterprise LAN. Since 1998 he has been working on a farm KFX, since 2001 he has been a chairperson of local “Ukrtransneft” department.
In Spring 2014 Gena actively participated in Luhansk separatists’ activities together with his friend – Aleksey Karyakin. He headed a headquarter of the so-called “South-East Army”. After a “cotton coup” in Luhansk Tsyplakov as many others, became stronger among new “political elite”. He became a part of the “Parliament” of non-existent “Novorossiya”.
Gennadiy Tsyplakov has raised on a “wave of separatism”. During the last year he managed to be a deputy of the “national LNR’s governor” and a vice-premier in the Plotnitskiy’s “cabinet of ministers”. Since July 8th, 2014, he has been heading the “LNR’s Council of Ministers”.
Quote: “Why Ukrainian authorities block checkpoints? Did someone think about it? It is happening because big business is coming back to us. And it means that it is an order in the republic… Businessmen believed in the leadership and decided to return to the republic and develop their business…”
Valeriy Potapov: a “ringing cedar” of Novorossiya
Valeriy Potapov is a “right hand” of Tsyplakov, he is the first prime-minister of the “Luhansk National Republic”.
By recent time he had been an entrepreneur in agricultural sphere and headed Kirovograd joint-stock company “Kreativ”. He didn’t like to submit tax declarations and was sued to stop his entrepreneurial activity. But such talented person couldn’t have stayed without a job and very soon he made a swift career in the “LNR’s government”. At first, Potapov ruled the Ministry of Agriculture and Provision, then – he headed the Department of Industry. And very soon he became the first vice-premier of the LNR.
According to the Informator’s information, at the moment Russian humanitarian aid and Luhansk gas stations pass through his hands.
There is one more interesting fact about Potapov in the WWW – he is a follower of religious-philosophical movement “Ringing cedars of Russia”, which is a totalitarian religious sect, falling for rodnoverie, paganism and fantasy.
Vasiliy Nikitin: the main gardener
Another vice-premier of the young republic – owner of a hipster’s beard and a languishing look – ingrained alcoholic Vasiliy Nikitin.
Vasiliy Aleksandrovitch was born in Uzbekistan and moved to Luhansk region after school. He graduated from agricultural university and headed the Luhansk plant “Voshod”. We didn’t manage to find any information about that enterprise.
In 2000s Nikitin established regional Luhansk department of the public organization “All-Ukrainian national ecological unity of gardeners, farmers and flower gardeners “VNESSOK”. We found out, that Nikitin is also a follower of the “Ringing cedars of Russia”. A staunch supporter of the “Russian world” idea, Nikitin showed himself in a “cotton spring” and actively participated in the movement “For national referendum”. Later he was organizing a referendum on May 11th, headed a press-office of the “United army of the South-East” and the “Council of Ministers” of the young republic. Then, he has occupied a post of a vice-premier of the Social Policy.
Quote: “According to the recent situation – thousands of refugees moved to Russia and only a few – to Ukraine. And those, who went to Ukraine, have to go through naturalization, pass an exam on Ukrainian language, and prove their hostile attitude towards us. I see that as a humiliation”.
Sergey Litvin: Marquis de Sade of the republic
This “policymaker” is from Lisichansk. He moved to Luhansk after school, graduated from vocational school and worked as a mechanic. Later he graduated from a Management department of the Dal University, and was in trade business – for 5 years he has ruled agricultural enterprise. Sergey was in the board of regional organization of the “Trudovaya Ukraina” party in 2006.
In March 2014 he participated in occupation of Slavyansk, Krasny Liman; since April he has been organizing “Russian spring” in Luhansk; participated in combats. He was a “Minister of Agriculture and Provision of LNR” and then was appointed to the “prime-minister” post.
According to interviews of “LNR’s prisoners” to the “Fakty” newspaper, he personally tortured people with plastic bags, cigarette stubs and electroshock, and said that he liked to look how people’s eyes roll.
On the post of the “LNR’s Agricultural Minister” Litvin stated in local media that there were no problems with provision in the republic. It was also his initiative to grow a dog-rose and hawthorn in the “LNR”.
Quote: “During the Great Patriotic War Germans deliberately planted dog-roses here. They found out, that our climate is very comfortable for those plants”.
