The IDP-journalist Nikita Sinitsyn, who liaises with native Horlivka, occupied at the moment, reported that changes among personnel of ‘state units’ happened there on the grounds of drunkenness.

‘The ‘mayor’ from self-proclaimed ‘DPR’ Ivan Prikhodko has caught drunk head of Culture Department Vladimir Tutov and fired him together with the specialist Department of Youth, which was headed earlier. It’s not a wonder. All Executive Committee knows about it, people from there told me about it 1.5 a year… The trouble is that not only he is becoming a drunkard, a lot of people do this of anguish and despair. However, somebody drinks, because there’s nothing to do. And some of them have more high posts’, Nikita writes on his Facebook page.
