The speaker of Verkhovna Rada Andrii Parubiy has claimed on February 13, in time of visiting of Lviv region military unit, that decision to introduce martial law (if passed) should apply to the whole territory of Ukraine.

He noted that all these plans cover a major reorganization of all the system of governance.

‘But, of course, in case of massive attack and offensive (we see in Avdiivka, that such offensive is possible) the we have to decide. But this decision is only in the competence of the President of Ukraine, NSDC… I think VR will support this decision implicitly’, the parliament speaker told.

Also, Parubiy explained the situation with the elections in Donbass. Russia and unrecognized ‘republics’ insist on holding them.

‘Russian troops are on Ukrainian territory. In fact they attack our positions. While occupation troops are on Ukraine territory, even theoretical discussion about elections is impossible’, Parubiy said.
