The scheme, with the help of which ‘humanitarian power supply’ from RF to NGCA will be paid has been become known to ‘Kommersant’ edition. Resource confirms that money will be written off on technological loses of Federal Net Company (FNC). This could bring to increase in FNC tariffs on 2.5% and an increase in the fee of Russian consumers in the amount of 2-4.6 billion rubles (~$32 917 – 75 710) per year.
According to the information of the paper sources, on April 30 the scheme of the supply compensation will be discussed on the session of the Supervisory board of the regulator of energy markets of the ‘Market Council’.
‘The scheme will wash away power supply to NGCA on all Russian energy market. The main load through tariff payment will be borne by all consumers, except the population’, considers the source of ‘Kommersant’.
The main coefficient for losses in 1,1203 will be used by FNC when calculating the tariff rate for transmission over trunk networks will be done.
Russian experts note that FNC tariff will grow on 2.5%. According to data of one of experts, the load on on customers could increase on 4.6 billion RUR (~$75 710). According to another expert, the costs on the NGCA will increase payments to consumers in the Unified Energy System of Russia by 2-2.5 billion RUR (~$32 917).
It’s noted in explanatory note to the issue of payment for supplies to NGCA, that economic consequences from offered changes weren’t evaluated. The scheme will work from April 30, 2017 to May 31, 2018.
‘Market council’ has redirected ‘Kommersant’ inquiry to Ministry of Energy and there was no answer from them. FNC and ‘Rosseti’ (Russian nets) representatives refused to give comments.
