A quarter of local ‘leaders don’t understand what primary care is – doctor’s opinion

Alla Radionova, Deputy Chief Physician of the Center for Primary Health Care of the City of Rubezhnoe, spoke about the results of interviews she conducted at training for local leaders. She told about it at the conference in Severodonetsk, Informator.media correspondent has reported.

According to Radionova words, series of trainings on decentralization for local deputies, heads and deputy heads of village councils, school and kindergarten directors etc. are being held on the base of the Center for Local Self-Government Development.

‘I do a questionnaire about key medical concepts every time. Only 25% of training participants know what primary care is – who provides it, where it could be get and what is it. Primary care is confused with emergency care, confused with polyclinics, where narrow specialists work. So what kind of understanding of problems can we talk about?’, Radionova told.

Medic sees the blame in the low level of understanding not only of civil servants, but also of doctors themselves.

‘I really like a work of doctors of Kremennaya and Belovodsk primary centers. Wherever I call them, they say: ‘Alla Alexandrovna, we’re in administration now, and we will call you back. It’s feeled that they systematically work with authority, remind about themselves’,  Deputy Chief Physician of the Center for Primary Health Care of the City of Rubezhnoe told.
